...The Carbotage Law was created to protect Nigerian shippers and shipping lines from foreigners who hitherto interfered with Nigerian coastal waters in cargo transportation. It is, indeed, a protectionist act that has offered Nigerians free sail within their coastal areas. But the implementation of this act, though not yet 100 per cent, is yielding good dividend. All the regulatory agencies including the Nigerian Maritime Administration and Security Agency (NIMASA), the Nigerian Shippers Council (NSC) and the Nigerian Ports Authority (NPA), are overseeing the implementation of the law. Moves to Save Cabotage Collapse Begin.
The move to save Cabotage Shipping law has begun. Apparently realising the failure of the policy, the efforts to make cabotage work this time are from all fronts. Both the Ministry of Transport and the National Assembly are working side by side to realise the objectives of cabotage. This is coming after years of lamentations from local shipping operators over the failure of the policy that was specifically introduced to develop indigenous capacity.
