Constitution Review: NULGE Seeks Autonomy For LGAs

 The National Union of Local Government Employees (NULGE) has urged the National Assembly to ensure autonomy for local governments in the ongoing constitution review.The National President of the Union, Comrade Ibrahim Khaleel ADK who said this, yesterday,said that a memo to that effect has already been submitted to the Assembly.The union leader pointed out that the demand was based on the belief that meaningful development could only be achieved from the grass roots. Full story...

Nigeria: A People's Constitution


THE House of Representatives is giving Nigerians an opportunity to participate in amending the 1999 Constitution. It is a novel idea billed to hold from 10am on Monday November 5 in all 360 federal constituencies of the country.It may be a response to calls for a sovereign national conference or an attempt to correct the lie that prefaces the 1999 Constitution which states that Nigerians gave themselves the document.The House calls the move a fulfillment of its pledge, in 2011, to make governance more inclusive. It is an opportunity for Nigerians - of various levels of understanding - to participate in the making of the Constitution. The only amendment, in 2010, was on electoral reforms. Nigeria: Senate Confirms Receipt 2013-15 Medium Term Expenditure Framework

President Goodluck Jonathan Wednesday in Abuja forwarded the 2013-2015 Medium-Term Expenditure Framework (MTEF) and Fiscal Strategy Paper to the Senate, with a pledge that the 2013 budget will continue with his administration's fiscal consolidation programme.The Federal Government, in the paper, disclosed that following its initiatives and in line with the trend since 2011, the share of recurrent spending in aggregate expenditure is set to further reduce from 71.47 per cent in 2012 to 68.7 per cent in 2013 while capital expenditure as a share of aggregate spending is set to increase from 28.53 per cent in 2012 to 31.3 per cent in 2013.

Jonathan, Constitution and Civil Society Organisations


President Goodluck Jonathan got civil rights labour activists and professional organisations together in the State House recently to sound them out on the way to achieve a constitution that would actually be regarded as a people-oriented document. Leon Usigbe reports the event, which also attracted the leadership of the National Assembly.PRESIDENT Goodluck Jonathan was, for several hours last week, locked in deliberations with civil society organisations (CSOs) and professional groups in a presidential retreat at the Banquet Hall of the State House, Abuja, brainstorming on how to actualise a people-oriented constitution for the country in the ongoing constitution amendment process.

New Constitution Ready by June 2013 –Ihedioha

States’ Anthem, Flag: Signs Of A Nation Under Frustration – ACF

The spate of agitations by some groups for political autonomy as symbolised by the adoption of anthems, flags are manifestations of frustration with the affairs of the nation, the Arewa consultative forum (ACF) has said. Recently, Ogoni, Bayelsa State and the Yoruba National Assembly had composed their own anthems and designed their own flags in furtherance of their self-determination demands.

Immunity Clause Is Not Our Problem, Says Ahamba

FORMER National Chairman of Congress for Progressive Change (CPC) and Senior Advocate of Nigeria (SAN), Chief Mike Ahamba spoke with BERTRAM NWANNEKANMA on the on-going efforts by the National Assembly to amend the constitution.
Do you support the calls for the removal of immunity clause?
The removal of immunity clause is an area, where I know I hold a minority opinion. I am one of those who say it should not be removed, because that is not our problem.  Our problem is institutional collapse-failure of institutions to carry out their respective responsibilities. When you talk about checks and balances, it is anticipated that some of things will happen. So if people in the executive are  ‘looting’ the state treasury, it is for the House of Assembly to declare that a gross misconduct. If a sitting governor is found to have taken two million dollars out of Nigeria, he has disobeyed the law of the country. You don’t have to wait for Economic and Financial Crimes Commission (EFCC) because the commission cannot do anything because of immunity.  The responsibility lies with the House of Assembly to now commence an impeachment proceeding. Full story...
